The company Comsa Infraestructuras SA de CV, one of those responsible for rehabilitating the section in which the accident occurred derailment of the Interoceanic Train, in Oaxaca – where 13 people lost their lives and another 98 were injured – has been contracted since 2022 for works in the Lines 1 and 9 of the Mexico City Metro and Light Rail.
According to a review of HE CEOthe Metro Collective Transportation System hired the company to various works related to the elevated section of Line 9. For example, in 2024, you received 30 million pesos for the replacement of track devices and 51 million pesos additional in another contract for rectification and rehabilitation work.
On its website, Comsa also claims to be the company in charge of the work on the Mexico City Light Rail, in the expansion of the Tasqueña terminal for the 2026 World Cup. Likewise, he said he belonged to the consortium in charge of the comprehensive remodeling of the Line 1 of the Metro —in alliance with the Chinese company CRRC Zhuzhou Locomotive—, reopened last November.
Comsa Infraestructuras is the Mexican subsidiary of the Spanish conglomerate Comsa Infrastructure Corporation dedicated to engineering, owned by infrastructure magnate Jorge Miarnau. With experience in the railway sector, he also directed works in other places such as Portugal.
Comsa, on the Interoceanic Train
In November 2022, Comsa Infrastructures together with Grupo Constructor Diamante SA de CV won a contract for 355.4 million pesos more taxes for the rehabilitation of the section 3.3 of the Tehuantepec Isthmus Railway (FIT)between the towns of Mogoñé and La Mata.
The company itself describes the section as “an area of complex topography with very tight curves.” Adding that it is a land where circulation is limited speed for trains, according to information on its website.
The derailment of the Interoceanic Train occurred near the kilometer called Z-230, according to the government of the state of Oaxaca. THE CEO found that Comsa was contracted to work on kilometers Z-228 to Z-243so he was in charge of preparing said section of the Interoceanic Corridor.
The Interoceanic Train has three routes: Z, where the accident occurred; the FA, and the K that will be completed in mid-2026.The rehabilitation of section 3.3 of the Isthmus of Tehuantepec Railway consisted of removing the old track, the installation of a “new superstructure” – without modifying the original layout – and the execution of the new railway platform, mention the official documents available in the PNT.
In addition, Comsa conditioned the complementary structures, stabilization of slopes, ditches and sewage and drainage, in addition to signage.
THE CEO sought further details about the project, transaction and technical details; nevertheless, the contract document was removed from the National Transparency Platform.
Supervision of the work of the Interoceanic Train
The supervision of these works in sections 3.1, 3.2 and 3.3, was left in the hands of the consulting firm P and S Strategist, a company dedicated to the review and modeling of construction works.
This company appears on a list of companies investigated by the Ministry of Public Function (SFP) for contracts in which there was allegedly a diversion of resources assigned by the then Ministry of Communications and Transportation (SCT), according to the media. The Broken Chair.
